So I've been thinking a bit back and forth.
On the one hand I like the streamlined way of growth in wild pokemon levels according to the player's team and acquired badges.
On the other I see a problem with lvls, when they are decided by number of badges alone further down the line. As soon as the player gains a badge, they have to think very careful on how low lvl they dare to make their team when travelling certain routes.
Maybe it won't be a problem for most, if you are a player who likes to keep a certain amount of your toughest battlers around, but when you're like me, who likes to keep the lvls somewhat even and could get the crazy idea to bring a pure low lvl team out for training... Let's say a bunch of 1-5 lvls, but having already gained 1 badge, and will therefore be doomed to encounter lvl 13-16 Pokemon on most ordinary routes. That's a recipe for disaster, if I've forgotten that particular lvl rule in the change from no badge to badge.
I do know certain restricted areas keep a set lvl for the wild Pokemon, and low level areas can be found if looking, but it still leaves the player rather restricted in where to go and how to train.
My idea: Keep the growth in lvls as is, but say it will be possible to encounter Pokemon up to that lvl and everything below that. So it will still be possible to meet a lvl 5 Wurmple in Petalburg's route 104, even though you have acquired your second badge and can meet Pokemon up to lvl 19. This of course leaves a wide range of lvls, and if it was up to rng it would still be crazy wild and unpredictable even. With the wider range, instead of rng, let it be up either to mod discretion to decide from the player's team which of the lvl brackets would be most fair. Or maybe even let the player say in an ooc which bracket of lvls they wish to train within?
